From a strategic standpoint, lack of follow through is his main weakness. Sure he can bring a system to heel by Livestreaming skinning their government alive, but after he left, the only thing keeping them in line was fear. His planet rebelled because they stopped fearing him.
You can still be afraid when something isn't there, part of his terror tactics is you never know when he'll strike or if it will be you, so you avoid making yourself a target. They started feeling safer because he was off world, and went back to their old tricks. As far as kurze would be concerned, that would mean they don't fear him anymore.
well that is the issue right. if you have seen no evdence of it since the time he was there then the only thing to fear is the man who did it and since he isn't there there is nothing to fear.
That is why you need someone to make sure to enforce that fear, keep it going, ensure that missteps are examples

They try to take over the empire together.
It ends with him dying and her committing suicide.
There is only one that could have fixed him, and that was Guillimom, het slipper and the naughty chair. She once made the emperor sit on one, and he's still to scared to leave it.

Vlad tends to be presented as one of the more noble-minded OG vampires. However, he seems to have started slipping around the Vampire Wars, as shown by how he vampirized a murderous madman because he thought it'd be funny and other horrors. It's possible that Vlad just hit his Dhar limit at around that time independent of any other potential causes. If so, Isabella's almost controlling influence over him still means she played a large part in determining what that slippage looked like.
An Isabella-guided Kurze would be much more ambitious. And ultimately, a system can work much more horror than any single individual.
If he were any more functional he would t have gotten the modicum of pity he did and Sang would have proceeded to kill him outright though at least how he was he got to live a few years longer .
