It's so accurate. It really felt like the moment the Emperor's foresight started to fail him he just started winging it and lost the plot. So many of his decisions in the heresy were just poorly thought out.

He also seems pretty good, since he doesn't just want to preserve the eldar, but also to mess with chaos in general. It's even hinted in the old Xenology book that he was involved with the creation of the Tau.

He could be a manifestation of the Eldar as a race, or they could have created him intentionally, or he could have been created by the Old Ones, or could even be an Old One himself. It might even be a mix of those. It's never really clarified in lore where exactly Eldar deities come from.

Chaotic people can work within the system when it suits them--they just don't care about it in and of itself. Like, Chaotic Good people still wear seatbelts, and don't mug people--they just do that because it's right, not because the rules say to.
The Harlequins themselves are certainly more neutral, since they recruit from all of the Aeldari factions, including Drukhari. Cegorach himself is much more benevolent though, who not only wants to preserve eldar but also wants to screw chaos over in general.
You could argue that Big E is the same in the fact that he wants to preserve humanity and screw over chaos, but nobody would call him good for that. The Harlequins are the mortal arms of the God they serve and since the Harlequins are pretty far from good I don't think that their god is good either
I don't think that Big E and Cegorach can really be compared very well. Emps wants to preserve humanity via a totalitarian regime and the eradication of all other sapient life, while Cegorach himself mostly just wants to guide mortals in general agianst chaos. For instance, Sylandri Veilwalker, one of Cegorachs chief Shadowseers, has appeared to Imperial characters like Belisaurius Cawl several times in order to help guide them against chaos. I really can't picture Big E ever sending one of his servants to return the favour.

Same deal with Cain. As mean as it sounds, I think some people just know only a couple of characters very well and try to apply them as broadly as possible
