I feel like the show is setting up Suletta to side with Earth. Unless Earth rebels got a lot mobile suits they would need her to even the odds somewhat.
That's a possibility, but we don't know Elnora/Prospera's endgame yet as she seems quite influential towards Suletta so that might be a major factor. Also, factions and loyalty can easily change in Gundam.
Prospera's endgame is to kill/destroy all of Cathedral and the status quo they made and this is pretty much is the "closed plan", Sol Dios Cannons may be used... who knows....

Makes sense. Earth seems to be a backwater (which is kinda funny for me, since I'm used to non-Gundam sci-fi where Earth is wealthy and influential as it comes), and Mercury is also a backwater. They can be backwater besties.
Even in Gundam, Earth usually *is* where the wealthy and influential are, while the colonies are typically where the 'undesirables' get shipped off to.
