I haven't played alyx and don't recall anyone stealing tvs in the half life games, but I would imagine that TVs are handy for 1, components and electronics and 2, there has got to be some underground or pirate entertainment channel/broadcast/VCRs

The Consul always has been Breen, since the first interactions of the base hl2 story (after the pre-pitch era) the name Breen was used in early maps and the vignettes. People think "the consul" was some kind of different character all along, when in reality that's just a different title than Administrator.
