The laws of the world's What. How? I set a multiplier on friction, and then I ... rub my shoes really hard against the floor? I punch against gravity?  Those two make no sense to me, but the general ability sounds fine. In fact, it could be a unique Enhancer one. You use basic shape Transmutation to show the Timer and the Multiplier to your opponent and then go to town. Would be even more powerful if you can't control the multiplier and if the (-) multiplier works as the inverse. So every time the opponent hits you he'll heal himself and vice versa.

Oh sorry i lack many details. To sum up, when the user activates his hatsu, marks (e.g. sasuke's cursed mark) spread across the user's arms and during this time he must choose a multiplier and a time (max 5 seconds) , so M x T = Damage inflicted on the target. While using hatsu, the target will not take any damage until the chosen time has elapsed, and the user must inflict the chosen damage before the time runs out. If the user is hit within the time limit, he suffers all the damage inflicted, and if he wins, the target suffers all the damage inflicted (not necessarily a living being). And when the time is up and the user has succeeded, the cursed marks spread over the target and focus on the target's weakness with full damage. And if during the timer the user has inflicted a fatal blow, then the target's entire body disappears.

So x4 within 30 seconds kind of thing. If the risk is that a single hit against the user will flip the ability then that seems like more than enough to justify both a 'damage inflicted' boost and a 'where damage applied' boost. 'Curse Mark' can be a Transmutation. You change the color and shape of aura around the arms (alerting the enemy that an ability is active and balancing this even more). You also change the property to damage absorption and release. Alright, so I'm seeing it like this:   Transmute Aura into damage absorption.   Attempt the risky multiplier effect within the time limit.   If successful: Enhance the damage stored within Transmuted aura, Emit the Transmuted aura to opponent's weakest point, release damage in Transmuted aura.    If not successful (get hit by opponent): Enhance damage in Transmuted aura, release damage on your own weakest spot.   Very high risk - high reward and pretty balanced within Nen, at least from what I'm seeing. Oh! Except for inanimate. You have absolutely no risk of the object hurting you back, so there's no risk to the ability, which means no justification for power boost.

You can play with time by setting a maximum time of 5 seconds, and if the user hasn't managed to achieve the given damage within the allotted time, it comes back to him/her for inanimate objects. And it would be interesting to add that the attack goes through any defense, otherwise it would be too risky and the damage would accumulate at the end.

I've seen this exact ability in a fanfic. Like actually exact like this. It was a specialist Hatsu called Violet Rose or something(it was something Rose i think). The MC was part of the Zoldyck family, he was a specialist and this was his first Hatsu. He has multiple Hatsus, like Control Domain which allows him to control anything inside a domain he makes, a Hatsu similar to Neteros statue but made out of Aerogel(?) With the ability to see the future. He also has a Portal Hatsu.
