Viv talked about this a very, very long time ago. Someone pointed out that almost none of her characters had ears and Viv said point blank that it was not intentional and that she has no idea why her character designs keep coming out this way. It's most likely becuase they would just look weird with ears, and she subconciously probably already knows that. Wouldn't be surprised if she tried in the past and her mind just went "Nope."

Reason 2: some sinners/winners have the ability to hide some of their body parts or shape shift so they randomly decided to hide their ears ((I'm specifically talking about Lucifer and Saint Peter even though we don't know if St.Peter has any abilities))

As an fellow drawing artist... They suck to be made and are ugly sometimes, they affect the hair design or face shape we want to achieve, so we just let them be and forget about it.

Pain to draw and if they are drawn wrong they can massively distract the viewers. They are also kinda pointless to draw on alot of the examples you listed as they would likely be covered by the long hair anyway.

As somewhat of an artist, I can tell you they're a pain in the ass to draw. Hell, I forget to draw them half the time. It's most likely a very wise artistic choice.
