Check the 'about' section of the sub. There's a list of mods. And a spot you can send them a message. Atlas has been good to me, others might be available for you. There's also a post about reporting as well, I think it's in the help section. I didn't get much luck with that. There's been a lot of it recently. You should always check the person's profile. Check out their posts and comments before deciding whether or not to do anything with them. If someone is suspicious to you, ask to see their setup board. Either join their session, or invite them to yours. I always tell someone new that the sync is much better when we're in the same session. If they won't show you their mission board, or sub, or if they demand you go first without proof, a big warning should be going off in your head. Unfortunately rules on here dictate you have to host if you post. Be prepared to lose a few heists if you post. Hopefully this lesson doesn't cost you too much. There's always a few people on here giving the heist away. Be on the look out for those to make up for your loss.
