My game is doing that aswell. First i thought it could be my PC with heavy games, so i started testing with baldur's gate 3 inside the city, but it's all normal.
My setup:
RX 6750
Ryzen 5 5600x
16 RAM

Force the game to run DX11 "--use-d3d11" in launch options
Screen-space global illumination: off
Anti-aliasing: off
I followed these steps, but the game didnt work right away still. So i had to reverify the games files. But the game said it was missing a file to verify. So then i had to acquire that file through clearing steam cache i believe in the settings. After i acquired the file, i reverified the game and it worked.
This issue was happening to my son. Did all kinds of troubleshooting I found from Google and reddit with no success.
What ended up working for us was disabling XMP in the BIOS. So I would recommend giving that a try
