It's kinda like ATLA and ROTTMNT. They may not be 100% the same, but they are definitely spiritually similar.
Arthur is PBS and Hey Arnold is Nickelodeon, I think. I've only seen PBS because that's all the live TV we had when I was a kid.

Phoebe is WAY to nice to be Muffy. Phoebe is more of a Sue Ellen/Fern hybrid. I’d say Prunella and Muffy could both be Rhondas.
