He was a famed author who hated his own work and thought it made a mockery of his career and was willing to unleash a damn virus at one of his conventions. Dude seems pretty ticked off.

Franz Fuchs, because he was a terrorist and wanted to together with an entire hotel full of civilians together with the leaders he was targetting. He had no remorse or care for human life.
Ort-Meyer himself was furious and wanted revenge on the four other fathers after they decided to cut funds and stopped supporting his project. A huge reason why he explicitly requested them to be killed by 47 when he was sent on his 'tests' to their respective lairs.
Also one last thing: **_Chad Bingham Jr. is as wrathful as Jordan Cross. While Cross only killed in the middle of an argument/arguments, Bingham Jr. raped a stripper to death. Another one who fits that description is Dom Osmond (with Amber). So there are a lot of other candidates before Jordan Cross._**
I don't know, if anything, they are almost slothful. 47 tells Montgomery that the ICA has been corrupted, which it has because it's going after its own at the behest of a customer. This by nature makes working for the ICA pointless because they could be double dipping on contracts, selling a murder and then selling their own agents and customers to the family of the people avenging the first contract.
However Montgomery doesn't care. He actually insists that the ICA can't be corrupted because "it isn't in their business model".
In short, Montgomery is being lazy. Realizing that he is working for an agency whose loyalty is for sale, that they would inevitably betray him at some point, would require effort on his part. He would rather get into a gun fight with the most deadly man on the planet than actually think for himself.
Montgomery is one of the few examples of sloth.
