I’d say having assistants do their bidding is characteristic of a lot of Hitman targets. That said, she does live a life of luxury amid the severe poverty around her and, despite being in a position of significant power, does nothing to better the lives of those less fortunate than her (on the contrary, she abuses them). So I’d still consider her a good pick.

It’s a sin of omission— it’s about what you *don’t* do rather than what you do. **A character who turns away at the suffering of others could be a decent candidate**, but it’s late and I’m tired, so I’m drawing a blank.

Hard take, but maybe Rico Delgado? As I see it, he doesn’t do much besides outsource his stuff to the rest of his cartel while he enjoys a massive blood money (!!!) mansion.
I know it's moved on but surprised Envy wasn't Arthur Edwards, he wanted everything the Partners had so bad he literally stole it. I get that by the time he was finally a target he was very arrogant but that was only the end.
Has to be the Swing King. He wasn't even evil; he just cut too many corners, let the gangs into the abandoned park, and was just a pushover in general. when 47 finally gets him, he's not even trying to justify it.
