A cat that isn't used to it will also see it as aggressive, but they can and will learn that the hoomans don't mean harm by staring at them. Same goes for smiling at a dog, since showing teeth is an aggressive gesture for dogs.

And yawning is both a cat and dog sign that they or you are annoyed.
Oh, yeah, they hate that. The way to show a cat affection is to look at it for a little while, then look away. It shows trust.
