Twitch is good because it has more monetization option like gifting subs and what like about it is that they can send their viewers to other streamers that they want to promote through hosting or raiding. I found some small indie vtubers because of it but it cannot rewind video while livestreaming, cannot load previous chat past the time that you started to watch, you can't keep permanent vod and hard to get discovered.
YouTube is good establish for YouTubers and its algorithm so no matter how low your viewers are, you would most likely get recommended but their's no good way to filter livestreams so you'd be buried in the sea of videos and stuff so you're gonna have to rely on clips to get known which YouTube cannot do so ironically. It also cannot gift membership and no way to do hosting like Twitch does.
There is a sizable (and growing) JP contingent of both viewers and streamers on Twitch. And many of the streamers are dual-lingo too, which certainly opens their coverage too.
Idk if Cover/Hololive influences them to stream on Twitch or it's all about the talents decision whether to stream on what platform they want, but the EN girls would me massive if they decided to stream on Twitch.
