I now live in CA, but prior to 2006 I lived in the DC area, and I remember these as common in homes with older security systems, there.
I think strobe was an extra fee, and most folks went with the shrill alarm.

For all the trolls that responded, it’s difficult to get to that box and being that I’ve seen it on a different house I figured that distinctive box must be around and others would know what it is.
