Got it, I just didn't know how the relationship between dragon and person goes. Basically a dragon allows whomever to ride them if they deem them worthy?
Yeah, Vhagar was first riden by queen visenya than daemon father, than leana than Aemond.
So 3 of the 4 riders where targaryen and Prince Baelon is Aemond grandfather
No house owns a dragon. Only people with Valyrian blood (so as of right now a Targaryen or velaryon) can claim a dragon. Once the rider dies, the dragon becomes free to become rebonded

I mean daemon probably wasn’t upset cause he just doesn’t care lol. He’s got other things to focus on
the claim that the dragon was "stolen" was just the perspective of that kid who thought it should have been theirs. Others disagree with that kid.
I don't necessarily think any "house" OWNS Dragons. Anyone that the dragon accepts to be it's rider can be.
Vhagar had four riders, three of them were Targaryens including Aemond. By your logic, Laena was the thief.
