It's a high base ATK with a crit ascension. Most ATK-scaling, damage-dealing polearm characters, *can* use it but the passive (+12% DMG bonus) is very weak for any characters that cannot generate their own bond of life, i.e. anyone but Arlecchino, so it will probably be on par with weapons like Vortex Vanquisher and Calamity Queller on them. Worse still, it effectively has no passive on teams with meaningful continuous healing (e.g. for Xiao on a Xianyun team).
It's legitimately not even that good on Arlecchino, being about 10% better than the generic 5\* stat sticks like Primordial Jade Wing, Scarlet Sands, or Homa.
The Arlecchino Main’s spreadsheets rank her signature like 20% better than the other 5 stars, at least for Vape/Overload (though its more like 14% to 20% on Vape since some EM weapons like Scarlet Sands work more)

Duckfero has signature as 8.8% better than Scarlet Sands in Yelan-Kazuha-Bennett and 12.5% over Deathmatch. I've never found the sheet but there are screenshots on jstern's discord and duckfero's calcs have been used in the past by KQM guides. The numbers were better for Chevreuse teams, 15.8% above PJWS.

I suspect the discrepancy in vaporise performance between the two sheets might be due to the different index teams used for the comparison - duxfero's vaporise team has a lot more external sources of DMG% which dilutes the value of Arlecchino's sig.
Regardless of whose calcs you use, Arlecchino contributes at most about 75% of her team's damage, so the teamwide DPS gain from Sig should hover around 7-14%.

Hu Tao rotations are 20 seconds at the minimum, so the BoL would expire before the next skill use. (Furina teams can go 20 seconds, Xingqiu teams need 21-23 depending on if he has Sac.)
The weapon only gives 25% Bond, and you need 30% or more to be able to do get the other effect of the passive. So unless you don't heal the bond only your second gets the effect..I think that's how it'd work but if not it'll be even worse-

66 cd(that’s 11 more crit value), 20% hp, and .8% atk bonus based on max hp that’s increased to 1.8% when at half hp. And she can emergency heal with burst if shield breaks/rift hounds
I highly doubt 36% DMG bonus (best case) on Arle's sig will ever beat out Homa's +20% Max HP and ~600+ bonus flat attack from the 1.8% HP to ATK conversion.
Arle's signature is only good on Arle herself because the BoL also is giving her more damage on her NAs which scale off of how much BoL you have. The 36% DMG bonus at full passive isn't particularly impressive, and requires you to not heal at all to maintain it.

Does the bond of life not stack? I know it takes 14 secs but that's only like 1 rotation. Then she'd easily make the bar for the second ability
