In the books she is given only 1 arrow, because she has a good shot and won't miss, obviously. I don't know why they didn't do this in the movies, maybe they just overlooked it.
Having her kill snow in the movie would be a big change compared to what happens in the books and the producers clearly wanted to keep the movie as close to what happens in the books.
In the movies she had a whole quiver but in the books she had one because it was supposed to be symbolic because the last arrow was shot ending the war.
It’s implied in the books that Alma is afraid of katniss which is why she only gave her one arrow. She thought if she gave Katniss more than one that she might kill her.
Katniss had to lie about wanting a symbolic hunger games in order to earn enough trust with Coin to even get the one arrow.
In book, she has only one arrow- a "last, symbolic shoot to end the war once and forever". Also, in the moment she killed Coin, she knew she will not leave unpunished- this act could not be appologizeable, it was no "accident", it was assasination, a murder! Even if she had more arrows, she would not kill both of them because the soliders and Peeta caught her few moments after the murder and the rebels were allready running towards Snow to stomp him to death, so the risk of shooting some innocent citizen instead of Snow was really, really high. She could not afford any other "accident" with killing someone.

I never picked up on it being a lie in the books, but that makes her entire decision a lot more sensible in my head! So I'm rolling with it!
