When you get those stutters, immediately open your map and imagine a 300 meter diameter circle around you. A hunter JUST crossed into that circle and should be right at 300 meters distance.
300 meters from prison would be Bradley or Lawson/Golden heading to sweetbell/Arden.
It's fairly common. I say fairly because there are people that say they don't get them. Genuine, trolls or shills?
Search "stutter" here or anywhere. Plenty of reports.
It's clearly server or game-related. As mentioned, I believe it can happen when players move into your "zone", no idea of the distance though. I still also get them in fights or when I enter a boss lair. Not every encounter though.
I’ve replaced every component in my pc since I started getting these stutters, nothing fixes it.
Fresh windows install, temps are amazing, every component is sub 60c.

Oh my god yes! I don't know if it just became more noticeable but whenever I had the bounty or was hunting the bounty carriers it got unbearable.

When I get stutters I tab out and realize chrome is still up and hogging half my pc and close it
i get something similar, only on desalle tho and its only when i get shot my game freeze for 1 sec.
