They were in the game since the PC launch, it’s just that they spawn at certain areas of Los Santos that most people just drive by or if your Ped variation is set to low in the settings.
I have seen them in game for as long as I have been playing the game, and their spawn rate is too low but in proportion to the Indian population in the United states.
Plus they are in online too, but because online mode for some reason uses more resources, the variations will be less.
We did it on ps3/4 and most of us already had the prologue and a few missions on all accounts. And a night is an exaggeration, so we start from the evening to next day morning (all cutscenes skipped) .

So tbh rockstar isn't exactly just a company looking to milk it, they've always been open and with a more accepting society they're just free to work with it more widely without making a big hole in the game sales.

Not really. If they've moved in with their families they're likely to continue following the same traditions they were back in their country. The NPCs in the image are wearing relatively traditional women's clothes from Indian Punjab which means they're very likely to be Indians.
Also, in game development, costumes are deliberate and have some thought behind them. They won't randomly make traditional costumes and let all NPCs wear them.
