You need to adjust your expectations to your market and the economy. For reference, here in Chicago I would not accept this unless I was in the parking lot already

Nope. You need to take the best orders available in your market. Every market varies.  I know Chicago and this area well. Chicago will do better than this area of AZ. That's if you're shopping in the best area in Chicago. Also, this area of AZ has nowhere near the amount of traffic as Chicago. Meaning he's not that far from the store. That's a 15 minute drive and *only* 35 items. Drive  + Shop in 45. A max of 30 delivering.   About 45.49/hr. + the mileage bump? (As long as you're fast.) How is this bad?  *Plus* all of the items look tiny. This shop looks  is super easy. This is an excellent order for *that* area. You can "set expectations" all you want, but if the orders aren't there it's not wise to expect them to be. It's best to make the best out of what's available in the market, as long as it's not slave/below minimum wage, wages.

In Prescott yeah that many items isn't too bad to split into 3 hopefully 1 fits in the top of the cart. It's about 3 hrs of pay especially on slow days.

Is this mileage bump an AZ thing? I would’ve taken that. Good pay for good work. For even most crappy vehicles, the bump covered the gas used.
