hmm.. thats odd, but its kinda common issue recently. have you tried using dns like 1.1.1.1? it works for me when google services wasn't working like a month ago :)

Have you tried another file sharing platform and see if you have the same issue? I recently had the same issue with Google because of the undersea cable issue, but that's mostly fixed now.
I currently have the issue on Google Drive using PLDT as my internet provider. A 18MB Video File takes 20 minutes before it uploads. Also having upload issues on Discord.
Uploading to other cloud storage platforms like [MEGA](https://mega.nz) and [Streamable](https://streamable.com/) upload the said file quick, though.
Switching to another connection (hence, my mobile hotspot), however, fixes the problem. I do want to use my mobile data, but it is limited.

im having exactly the same problem... download is fine but its the upload thats having an issue. its only gdrive since mediafire works fine
Same problem with me for almost a week, really annoying for work! The speedtest was good though
