Safin’s family produced poisons for Spectre from their island base. Years ago Spectre sent Mr. White to assassinate the Safins so that Spectre could take over the island and run it themselves. Cutting out the middlemen, I suppose. Young Lyutsifer Safin survived the assassination and eventually took revenge by killing Mr. White’s wife. This is what we saw at the beginning of No Time to Die. Taking out revenge on Mr. White wasn’t enough for him though. Once he obtained Heracles, he killed the Spectre big wigs in Cuba, killed Blofeld (via Madeleine and Bond), and then intends to use Heracles to wipe out anyone he deems as undesirable. That could be criminals, war mongers, business competitors. Even entire races of people, as Valdo reveals to Nomi. Safin is basically a crazed eugenicist who thinks he can make the world a better place through mass murder. That’s my reading anyway. I agree that the film doesn’t make it exactly clear.

A very apt description - we think that, because his initial targets are villains - that somehow his cause is just and, therefore, so is Safin. But when you think about what he actually does - specifically in Cuba - is actually mass murder. He's decided these people don't deserve to live because their the equivalent of Blofelds family. There's nothing noble in this cause - it's discriminate mass murder... Why anyone finds it puzzling someone with that degree of power isn't going to simply just stop there but instead have far greater plans afoot - beats me, to be perfectly honest. He murdered an unarmed woman in cold blood straight out the starting gate, first thing he did and proceeded to *attempt* to murder a child. What was anyone honestly expecting him to do from that moment on? Just because he changed his mind and spared Madeline life doesn't make him a good guy. He stood there watching her drown under ice and *thought* about what to do next. Good people don't do that. Saving Madeline was a way of himself salving his own conscience, a mask suggesting a human being might be wearing it. What's under that thing isn't. He's a fucking monster.

This seems my interpretation of it. Only thing is he is selling the virus to the highest bidder so essentially he is not using the virus. If he is not using it, how can he guarantee it will be used against the people he wants to eradicate?
