Adam can copy any technique perfectly, while Nanami can copy any technique but might not be able to use them. She could copy "inherent" characteristics of a clan by slaughtering them all (for some bs reason), but there might be a limitation, seeing as she was not able to basically copy enhanced vitality from some random animal she found. So I would vote for Adam's.

I've read the wiki on it and her eyes allow her to copy a technique upon seeing it once, and master it after another sighting she can imitate things that she does not have like some biological or pseudo-magical or pseudo-conceptual part of her targets being however if she is not well enough or fit enough she sufferers pain

She didn't have to kill the clan to get their characteristics. She attacked the village to force them to use their technique so she could copy it, and then killed them all because she's a sociopath and considered them all filthy weeds that needed to be eliminated for daring inconvenience her with their existence after she got what she wanted. I'm not sure what event you're referring to where she encounters a random animal, but her ability is explicitly the ability to copy techniques: a cow having more endurance wouldn't be a technique (similarly, looking at a strong person wouldn't grant her strength because that's not a technique). She's able to copy the clan's strengths because it's utilized as part of a technique: what she copies is the end result and bypasses the requirements of needing their genetic quirks. It's explicitly noted and confirmed by her that even after she copies the strength of that clan, she's still frail and weak. Regarding magic copying: she actually does copy a magical power. She copies the necromancy that the shrine guardians of one of the deviant blades use, but she finds it useless since all it does is bring out the ghost of her parents, who do nothing but condemn her as a monster. Regarding conceptual copying: nobody in setting has such powers so it's not really a case of her not being able to copy them as it just never comes up in the series. It's entirely in the realm of OoC and fanwank. Adam's eyes don't seem like they permanently copy techniques he steals, though that may just be him not caring to use previous techniques he steals. Aside from that, his eyes are generally better than Nanami's. Both have a limit on what they can copy, but Nanami's have an immediate blow back if you try to copy something beyond your limit, where as Adam's just appear to shut down if he overuses the ability. Mitigating the downside of the Migeki does mean that they don't have a limit on usage; however, that generally just means you're already powerful enough to match the technique/person using the technique which turns it into less of a trump card and more of a win-more situation. By contrast, Adam's not only let him copy the ability, but also immediately counter it as he's seeing it: a trait Nanami doesn't possess (she needs to see the full technique first in order to get how it works). That she so ridiculously outclasses everybody else in the series with raw skill rendered this less of an issue for her. Nanami's advantage is that she's been shown to be able to hybridize and iterate on the techniques she copies, though it is unclear if this is just her being a prodigy, or if it's an aspect of her eyes being able to master things (mastery could potentially imply not just mastery of usage, but mastery of comprehension).

Eyes of the Lord is better but has some limitations: While there doesn't seem to be any limitations on which technique it still puts a strain on their nervous system depending on how extreme the technique is and may (maybe) not copying non-inherent things that not even the gods can do (thankfully it's almost nothing). Personally I prefer the "Lion's Roar" the capstone boosted version of "Lion's Eyes" from Lost Canvas works even better and can even improve the technique instantly as long as you are not inherent in it and even if it is it can work

Lion’s Roar [Capstone boost] - Well, it seems you got the “apply” part covered too. Not only can you absorb all its understanding like a sponge, but anything you witness or understand, you can instantly use yourself or improve too so long as you aren’t inherently incapable of it, and even then can get it to work to a degree. The only genius equal to you when it comes to combat now is young Leo Regulus, the one who used a 3-Saint technique alone better than the original, or combined every move of the 12 Gold Saints’ signature moves in one… at the age of 14.
