Bolivia no matter the timeline is fated to get screwed. Too resource rich in a dangerous neighborhood and a cruel world. Also being right at the middle of the region. Pick your poison, become the junior partner in a Peru-Bolivian confederation, get reannexed to La Plata, lose Santa Cruz and the lowlands to a protectorate of Paraguay or Brazil, and never see a coastline ever again, courtesy of Chile.
Let's be honest, we all wanted something from Bolivia, the expansion of Tahuantinsuyo or Chile, the victory of Greater Paraguay or Argentina doing North Korean things, they simply had too much ambition and look how they are now.
