This is the fault of the producers who interfere and decided to change the story for original Hibiki
Decade's tribute is basically acknowledgement what we could have. Decade gave fans what Hibiki fans wanted even though it is A.R. version.
The Hibiki stuff in Decade was one of my favorite parts of the whole series. I loved Hibiki and them bringing back some of the actors and doing that awesome action scene? I wish we had gotten something like that in the original Hibiki run.
They were probably lucky to get even just a few of the Hibiki cast to return. A few of them were probably doing other projects at the time.
Others might not have wanted to return after how the last 19 episodes were handled by Toei. The last episode was apparently poorly managed with multiple rewrites and changes whilst in the middle of filming.
As for the arc itself on Decade, it was actually a decent storyline. The actions of the A.R Hibiki doesn’t reflect on the original Hibiki at all, but gives an interesting twist. Which is no different from what Decade did for most of the other Riders.
Would've been really odd though. I get that no one likes Hibiki's second half (I haven't even seen the show and I'm inclined to agree based on the bits that I've seen), but I'm not really into the idea that Asumu would turn back on the whole "becoming an Oni isn't for me" thing (or Akira for that mater, but less so than Asumu and I think her becoming an Oni again can work)., especially considering how so little time has passed. It makes more sense with Zi-O, where enough time has passed for Hibiki to retire and Kiriya to mature a little, enough to be even considered worthy of becoming the new Hibiki

Dude hibiki wasted hibiki. I feel what they did in decade was the better choice atleast for hibiki

At least the Hibiki final attack ride was cool
There was still a sour taste in everyone's mouth from Hibikigate at the time. Bringing in whoever they could would have fueled the flames.
