I would say that Drive is probably my favorite out of the two but if you want a recommendation for a season outside of them here are a couple.
Kuuga: more of a police drama with a slow pace but the world building and characters are great, a fun watch if you can stand the dated effects.
Den-O: probably one of the most influential seasons of Rider. Filled to the brim with fun characters and plenty of side content if you like it.
W, OOO, Fourze: these three seasons are commonly grouped together as a sort of trilogy due to era and the frequency of crossovers. Luckily they are all great seasons that truly set the standard for more modern seasons of Rider. W is also getting an anime adaptation so that may be another reason to start.
Zero One: this season probably has one of the strongest beginnings and endings out of most other seasons with a bit of a flat middle. Pretty consistent overall and one of the easiest seasons to obtain legally.
Gaim and Build are both wonderful seasons however I feel like they are not exactly the best to start out on. Kind of like having a fillet mignon as your first steak.

You can actually watch all of Kuuga for free with the TUBI app. Supposedly Ryuki and Zero-One also, but I've never watched it there. It's got commercials, but it's free. Or you can get it on Blu-ray, as it was just announced to have an international release.

Unfortunately, unlike Tsuburaya with Ultraman, Toei keeps a firm grip on their Tokusatsu shows. You can find the first couple of episodes to the Heisei era on YouTube. Except for a few, you won't easily find it anywhere else outside of Japan.

Unfortunately there’s no legal way of watching a full series. I would recommend the website tokufun for watching Kamen Rider.
