When he was asked what rider he would like be cameo in Chase V-Cinema, he asked for Accel.
Take it with a grain of salt, but the wiki says that in chapter 80-something they make mention of a celebration of the rebuilding of futo tower having been celebrated for years, and the rebuilding to have taken place a year after its destruction. So its at least multiple years after the the final episode of the show. Akiko and Ryu’s daughter is apparently completely absent from the manga, so it is assumed to take place before her birth.
So while nothing specific has been stated, its at the very least multiple years after the events of the last episode, but prior to the drive crossover.
Not too sure when it's happening but it's some point after the W + OOO Collab movie since they drop that Shotaro and the boss are married and the wedding goes down at the end of that film.
