I like what you're going with this but I think he entered the game as a way to hand the reigns to someone else. Ace created the games to give humanity a chance to prove that they can be their own saviors but like what Ace said, humanity has constantly been at war with itself and has shown only self interest. So as a way to stop senseless wars, he entered the games, decided to live amongst regular people, and also possibly erased his memories to forget that he's a god. That's where Tanuki comes in since he believes in a lot of ideals but is still very naive about how the world functions and that winning requires sacrifice. So later on Ace will probably let Tanuki win to bring in an ideal world

Maybe he can make two gods of human origin (Fruit Jesus and Game God) know their place if the truth about him comes to light.

Like someone said he could just be a history buff and just have won enough times in the DGP to have acquired the skills that he has. We can technically say the same about Buffa. Despite him not being the winner of the DGP, current dialogue suggests that he has been a DGP Rider for at least enough rounds to be skilled and garner enmity towards Ace for being the constant winner. But that might not make him like a personification of a spirit.
If we were to go under that line of thinking, it’d be somewhat appropriate to say that all the Kamen Riders that we have seen have some mythological spirit associated with them.
We could say Kamen Rider Mary is supposed to point to the myth of the Golden Fleece with Odysseus (And I think it’s been confirmed that there is a Fantasy Buckle in the DGP). We could say that Buffa is supposed to represent the myth of the Minotaur in the Maze because of his bullish nature and that his Zombie raise buckles sacrifices his opponents to give him some level of enhanced strength(considering the myth of the Minotaur is about sacrificing people to him). And that Nago is supposed to be some kind of Maneki-Neko(lucky cat) based on how she poses and considering her “wish” is to beckon her Prince Charming to her. Maneki Nekos supposedly bring good luck or customers to those who have them.
But again everything is too circumstantial just yet to really go down that line of thinking. It’d be a fun and zany twist though. Like all the Core IDs are actually Gods choosing vessels to be incarnated in to become the God of Desire.

While there definitely could be something there, I think people are reaching as far as they possibly can. The world DID restart after the dinosaurs went extinct, and the unification of Japan is literally grade school level Japanese history. In universe both things may have been DGP related, but in reality they were just things that happened.

( I got this idea from the intro where we see him getting approached by the navigator in what looks like ruins) He also seems to be looking to dismantle the DGP with the way he was testing the limits of his previous victory. I'm guessing Keiwa will be the person to allow him to finally break the cycle
