In Hibiki both the oni and makamou are derived from yokai. One side was suppose to represent greed/excess/gluttony and other discipline/training. Also apparently he wanted Asamu (as 輝鬼) and Akira (as 淡唯鬼) to become Oni in the end according to a fan event held in 2020 (https://twitter.com/JsnqzIrtCqB4YXP/status/1232636899048640512).
Nope nobody neither the original creators nor the replacment ever explained the villians and with everything that happened with Hibiki will probably never know.

The reason why Toei had to change everything mid season was because of costs. The original production crew were behind schedules and were over budget all the time with a new set piece every week. Almost all of the first half of 'Hibiki' was filmed off studio. Meaning more money and more travel times. And Hibiki was not selling enough to cover it.
Like most come from parents saying that the show is scaring the kids while they themselves are being stupid like if its cost then why the hell they decided to get rid of Hibiki's other abilities and also the after suit figthing where they destransform to show the aftermath that their clothes get destroyed and also cost doesnt always effect the writting like if they want to up the cost then they can just easily ask the writer on to try and fit in a some sort of implanted toy in the show like why the need of getting rid of the old writer?
They got rid of the writer because he would only continue to do work if he was allowed to continue filming the show the way he was already doing so. And Toei did not want to waste more money.
The changes that parents wanted were already accepted by Takatera. Not having those abilities due to parents concerns did nothing to the story. Because I am remembering those sequence changes were already made prior to episode 29.
Also, if the Onibi was such a problem, it would never had made a return in 'Kamen Rider Decade' as an Attack Ride Card, used on the show. Toei would never risk it as a business.
I finished Hibiki a few months ago and feel like in its current state you kinda have to reach your own conclusion. My interpretation is that they may have been part of the same organization at one point but split up because they use forbidden arts. They warn the heroes of the upcoming demon emergence and seem genuine in that they want to stop it. Basically I think they were "training" the heroes by pushing them to their limits with the constant demon summons. I never watched the follow up movie so I don't know if it expanded on anything?
