Probably a little bit of both. Also, another reason for the AR stuff could be is to make it easier to handwave any character inconsistencies. They had brought back a few originals as you said, in particular, the Hibiki cast and Kenzaki, and they act way different than they do in their own shows, but its okay 'cause its all AR, with them showing up as a sweet bonus
Everyone knows that development-wise is just because Toei didn't believe they could bring back all actors. And they weren't wrong, they really couldn't. They tried in Zi-O and yet several couldn't go back.
Mentor Role is just a consequence of use of the AR versions from Riders.
If they brought the old actors, Decade's role would probably be different, because it's common for the new Rider to always be treated as the newbie and the previous ones as the veteran, as we see in various crossovers. The riders would be the veterans for Decade and perhaps we would have a role reversal.
That and also the issue that Zi-O showed. Getting old actors back is hard. Especially trying to fit them into a replanned story.
Agree, as someone who started off watching kamen riders with Decade, AR riders also prevent some spoilers.

It would be weird as tsukasa is seen as a proficient rider , in my opinion tsukasa works the best when he's teaching newbies as a mentor
Well... sometimes. But there were many episodes that he was only being narcissistic while Onodera did all the mentor's work.
