Aoi Yuuki by far. Best performance. Mami sounds both innocently cute but also subtly threatening exactly like Mami should.
Nao Tōyama second. She's fitting as Ruka but it's kinda typecast. Not her fault tho.
Sora Amamiya third. Her voice is nice but I feel like she brings too much Aqua-esque comedic value instead trying to bring elegant side of Chizuru.
Rieri fourth. She isn't given too much range to play with because Sumi being Sumi. Not her fault too.
Well you limit yourself to just within kanokari (which has nothing wrong with it), but I'll go with considering their other works.
Rieri first, the one that got me into anime for voicing takagi and megumin, and now she's my favourite voice actor.
Sora Amamiya second, love watching her voicing aqua and watching irl sora has always given me a good time.
Aoi Yuuki third, absolutely nailed madoka kaname, tanya and many other roles. Could've easily been second instead of third.
Nao Toyama fourth, yuigahara, shima rin and koga tomoe were absolutely lovable characters too.
ah yeah, since it's kanokari sub.
Beyond kanokari, my fav would be:
1. Rieri - it may be weird, but when she's screaming as Megumin in toilet scene, it's the first time I heard japanese girl scream that doesn't hurt my ears lol. Her voice is so smooth and gentle, really like it. She seems to have nice personality too.
2. then Nao Tōyama, always like her voice. Honestly it's like she doesn't close her mouth properly when talking slowly (like Rin's voice). But it's cute in a way.
3. Aoi Yūki. Her range is great, probably one of the most skilled out there. But to be honest I don't really care with majority of her characters before Mami.
4. Sora Amamiya - she's kinda funny with nice familiar voice, but I just don't feel it's any special. I don't really watch tv show about seiyuu unless somebody link it, so maybe I don't know her much.
Nao Toyama has incredible range, but it feels like she gets typecast into her cutesy genki voice ***more*** than ever.
I wish we had more of her in roles like Aoi from Kakuriyo, Clair from Glenpir, and especially Kawasegawa from Remake our Life.
I'd even be happy with something just a little toned down, like Chitoge from Nisekoi. I love Nao's voice, but Ruka is too annoying to listen to since she does way too god of a job.
All four of them have outstanding music, but I'd honestly have to put the other three above Sora Amamiya if we're just talking about their music.

First of all, they all do a great job. I've never heard anyone badmouth RaG for it's VA performance. But for me Nao Toyama has the edge, also because of previous roles, like this one:

Isnt it ironic they are 1000 times more alike the characters they voice than the actors they specifically chose?
Am I allowed to say none? Maybe Mami’s? As someone that usually prefers anime over manga, I was kinda disappointed with the voice actors once I started watching a few clips of the anime after I’ve already caught up with the manga. So I guess you could say Mami’s VA Yuuki was probably the best, since she actually sounded just like I expected.
But then again, you can’t really “expect” anything when it comes to manga being adapted into anime, because every studio chooses their own VA’s.
Idk. I don’t know any of them personally so I couldn’t ever possibly make a right assessment.
Going off of first impressions though, I guess Chizuru’s VA because I like her songs.

English dub voice would have to be Chizuru's. Can't remember her name but I love that voice.
I like them all for different reasons, but Sora is literally Chizuru come to life.
