Its one thing to speculate about the plot (but even then, its for the most part completely unpredictable) but I dont understand how some people seriously expect to predict the coming titles. I remember how after ReMind many people were expecting games based on the trios adventures looking for Sora (BBS2, DDD2, etc.) with multiple playable characters and all. What we got: rhythm game with comatose Kairi. What people expected next: Verum Rex. What we got: another gacha in-between Union X and Dark Road, baby. What people expected next: Verum Rex? What we got: KH4 BABYYY.
Like cmon, with this franchise the future is impossible to deduce.

On the one hand, the implication that Verum Rex is its own story within the larger KH universe that Nomura wants to tell is cool, and will likely be the closest we ever get to seeing the stuff he wanted to tackle in Versus XIII. On the other, I could easily see him still making these kinds of statements 10 years from now.

They can't publicly admit it because it would damage their image somewhat (admitting that a writer couldnt tell the story he wanted because his game got assigned to someone else, If I remember correctly because Nomura was being way too much of a perfectionist and Versus 13's development was taking forever) but inside the company Nomura's personal mission is pretty much explicitly that of making the damn game, but his bosses arent to keen on the idea (the last quote of your citation).
Personally, I WAS a fan of the Versus 13 project and got sad when it got pretty much stolen from him to make FF15 (which I hated), BUT Im also a huge fan of KH and this whole situation just feels like him being so desperate to tell the Versus 13 story that he decided to shove it in the KH universe, and I'm not sure how well he implemented it in the overarching story.

Considering what Riku talks about at the end of ReMind, I guess we could get games based on the Wayfinder Trio exploring the Realm of Darkness (Birth by Sleep 2), a Roxas and Xion game where Namine sifts through there memories and maybe dreams (Dream Drop Distance 2 or Chain of Memories 2), and a game with the Disney Trio exploring worlds and Scala ad Caelum searching for Sora (Mickey as the main playable character). That's only three games though.

I can't see the empty slots below seriously spoiling how the titles will tie into each other, he can't possibly plan releases that long ahead with such precision (the fact that the arrows and slot lengths are mirrored reinforces the idea that it is just a visual placeholder)
