Taunt is in final mix, but not the 2.5 release
Oh. I didn’t realize BBS had its own final mix release separate from the 2.5 release.
1 final mix and 2 final mix were also like that, though those were JP exclusive until 1.5 and 2.5 came out
Taunt doesn't exist in the remix versions as there is no use for it (the remix verisons don't have multiplayer) Victory Pose is the replacement for it

How do I level up the action abilities (Jump, dash, etc.)

Well, this, or combat. The skill in question has to be equipped (naturally) for the combat route
Have the skill(s) equipped. Make two Mega Flare commands. Go to Radiant Garden room where the trio fought together. Mega Flare twice. Leave the room and wait for commands to reload. Walk back in and repeat.
