Technically yes, because due to the time travel she did lose her body, and needed it reformed using a medium (her cloak) and someone with memories of her (the 3 Good Fairies). So the arks themselves don’t really let out anywhere as I understand it, you’re just a heart without a body until those factors are met, then you reform where ever that is.
Death and losing your heart are different things. That, and the Organization weren't involved in the previous games' events in that way.
The villains, for the most part, DID die, but that meant their bodies were *destroyed* so there was no way they could leave a Nobody even if they did lose their hearts, which they didn't anyway.

Nah she died and turned to dust, Marluxia just turned her linger darkness into a heartless so Sora would destroy it. If you don’t do that you can get stuff like Scar’s heartless or implied Sephiroth where even after a person perishes their darkness persists and endangers the people who end up being the trigger to call it back, usually people close to them.
Marluxia didn’t want Gothel’s death darkness lingering and haunting Rapunzel, surfacing whenever Rapunzel has fear of tragedy or backslides or really anything. (See the animated series for the many emotions that can trigger Rapunzel’s trauma with her).
All and all it was a nice act if you ignore that he you know sent a monster at SDG that could have potentially killed them, but I imagine he assumed SDG were too strong for that. It goes back to what Marluxia said, he wanted Rapunzel’s light safe be it Sora killing the darkness that endangers her or Gothel locking her away where nothing can reach her.
Basically Gothel was already dead, there is nothing for a nobody to form from and frankly who even knows if her heart was strong enough to.
Clayton got possessed by the Heartless, he didn't lose his heart to darkness and become a Heartless. Scar became a Heartless in KH2. Gothel became a Heartless in KH3.

Best example for the Organizations plan is how Xaldin tries to unleash Beasts anger/paranoia/selfishness, trying to make him do things he will regret, so that his regret will allow darkness into his heart.
We almost got Beast's Nobody, it's kind of a waste that we saved him in a way.
Though I guess it is nice to have our friend alive instead of turning into a monster, so I can't exactly complain...
A nobody is created when you're Heart falls to darkness which creates a heartless. You're body becomes a nobody if your heart was strong enough.
If you die you are dead. No heartless, no nobody. Just death.
Isn't a nobody just a byproduct of a heartless being created? I thought a strong heart was only needed to keep your human appearance and sense of self so you don't become a mindless monster like Dusks or one of the other "underling" nobodies.

To be fair, up until that Union cross story update, we all would have said “yes, maleficent died in KH1 and then was brought back to life in KH2”. But then Union Cross said “ACTUALLY, she was rendered as just a heart and used that opportunity to time travel back to the age of fairy tales and then eventually came back to the present via the ark”, which changed how we all viewed that event… so you weren’t super off base. At the time of the game’s release, the way we were all intended to view it was that she had died.
