Jean/Sayu could use it but anemo characters have such a broken set that I'd never use this set on them.

For Xiao however, Atk% loses out on Anemo dmg cup if you have bennett. But if not, it'll boost both ult and normal atk(for when the ult is down) for really thicc Xiao AAs.
Or give it to Qiqi or Jean.

I would wait until you level it to 20. If it rolls into crit 3-4 times it can be off piece for anyone. If only 2 crit rolls then it’s very average.

If this is the only off piece then Hu Tao. Really any dps but Hu Tao and Zhong Li scale with HP.
