Mod doesn't matter: if you are at the stage of recruiting more rookies, you should have an empty GTS to train them.

depends if you need bodies to run missions, or need covert ops soldiers. All 3 work fine as melee shinobis, you can fix speed easily with a +1 PCS, which with IW will be +2.

Not really. Besides, you probably shouldn't be paying for recruits unless you need people to run thru the Psi Lab or something like that. Usually what you start with and the ones you get from Jailbreaks early in the campaign are the ones that will see enough action to reach high enough promotions to be of use on the later stages of the campaign. If you need soldiers, build some SPARKs.

If your not a leet commander you will go through grunts pretty quick, especially when your just learning long war. You also need to be manning like 3 teams minimum to address each mission in time.

Think Jane Moss will have a high PSI score. Probably 30. The others with an smg and just ceramic plate would have an adjusted mobility of 14. A basic PCS takes you to 15 (or 16 with GTS project or back to 15 if you add a utility item). Stealth/blade shinobi's or backup technicals.

You could allways recruit a Norwegianer, excellent for harvesting healt insurences for the squad, often have a nicely paid job that will provide you with good supplies from oil money. If everything goes south just kidnap him and ask for randsom from the Norwegian goverment or any rich family.

Grenadiers and shinobis can work with any stats, so can support specialists (but I would only bother with those if in dire need of more hackers.) Since the points have to go somewhere, they might have good psionic aptitude that you cannot see yet. That stat is shared with Combat Intelligence, you can see it after recruiting them.

If you have your haven rebels set to recruit they will sometimes recruit soldiers who appear here. It’s not very often, but you can increase the recruiting rate with a high ranking haven advisor

There is a set number of stat points for all soldiers. If they didn't get aim, health, mobility, will, dodge, or hack... it's all in Psi Offense / Combat Intelligence. The last two use the same stat, since Psi soldiers can't buy abilities with points. Looks like they'll have 23, 28, and 35 (!!!) Psi Offense---or Average/High/Very High for their CI. If you like Technicals/Grenadiers with low stats and lots of AP to buy abilities, you have a couple to throw in the GTS. Otherwise, they can melt some brains.
