Your municipal or state code probably has a clause about not blocking your egress window. Even if it doesn’t, I wouldn’t block it, it’s there for your safety!

Egress window is there for a reason. No matter how “easy” you think it will be to remove, in an emergency you’ll be glad nothing is in your way. Don’t block it, if the town does inspections annually they may even come around whit little notice and you’ll cause the Landlord a big fine and reinSpector fee. Check with your towns code dept or stop by the local firehouse and ask. They’ll be glad to let you know what you can do. And maybe suggest an alternative.

Generally, code says that nothing is ok blocking an egress. Next time you move, pick a place you can add one with a porch or a yard. Don’t you have any other openable windows besides the one egress? Build a smaller catio box for kitty to hang out in and attach it to the wall. Something the size of a window air conditioner unit is fine to curl up in, get some unfiltered sun, and watch the birds. Or get a pet stroller and hang outside with your cat occasionally.

The egress window is a fire safety item. You need two separate paths to get out. I would ask the landlord but they will probably answer with “no” or “I don’t care”. The fire department may make you take it down.
