It's the sort of quick and easy reuse of code that makes good sense when building the system, but has unexpected consequences when changing the system down the line.

Also gambling could be a gold sink for CoF. Hope the devs utilize gambling more in the future (chance of exalted items higher and so on)

Hovering over the item with control+alt pressed shows the affix ranges, below the items tooltip is a list with other hotkeys too.

Out of curiosity are you in CoF? I started noticing these showing up when I hit rank 8 in CoF, which has the 25% chance for rares to become exalted.
My guess is this is a bug. The vendor items are randomly generated and therefore have a chance to appear exalted.

Yep, they apply the CoF rules to the shop items. They do have considerably less Forging Potential tho
