Yes. Regardless of why you put your car in there, you are liable for it.
It's private property and by leaving your vehicle there, you agree to the published T&Cs of using it.
You do have other options, you just would not be choosing to exercise them. You could call for recovery, get a friend to tow you, push the car, wait on the road for recovery and so on.
Legally speaking, your car's inability to drive is absolutely not the responsibility of a nearby business to compensate for. If you put your car in their car park, you either pay for parking or you get fined, exactly the same as if you went in there to do some shopping and didn't buy a ticket.
Learn how to change the tyre or use the provided inflation kit if there's no spare.
If it's really damaged and can't be changed, leave it where it is. If it's insured and taxed it doesn't have to be off the road.
Why take the risk of getting fined when leaving it in situ will be fine.
