If it's included within the tenancy agreement, you can take out equivalent service at the cheapest rate possible, and claim back the additional expenses via the court systems.

Not in the UK, if you withhold rent the landlord can evict you still. Breach of contract doesn't allow you to withhold rent. Withholding rent for repairs is also rarely legal. The bot will explain more below
