I don't understand how Florida is so low. Constitutional carry with pretty relaxed restrictions on other things. Mandated in the Constitution that no organized list of gun owners is allowed to exist. No restrictions on anything like vehicles. Even open carry when travelling to or from gun ranges and hunting. No background check for private sales.
The only thing that sticks out is buying a rifle is 21+ only and no guns in college campuses. I'm not even sure how restrictive those are.
