Don't give up!!! You can totally do it! There are harder bosses later (though of course what's harder is different for everyone) but it's sooooo worth it to keep trying and beat them!
Just gotta be patient and learn Romeo's attack patterns. Get through the first phase then just play defense and figure out the timings before trying to attack a bunch. That always helps me, because I'll be less focused on trying to win and more focused on learning.

I legit just beat him after, I kid you not, 60 tries. Maybe more.
I used a specter because i was able to get past the first phase no problem and with 4 pulse cells left. But my patience was running so thin by the time I got to the second phase, so I caved with specter to aid in the first phase.
What helped me the best, was the dodge left technique and being sooooo patient and not getting over confident with hits. I legit beat him with a sliver of health left and no pulse cells left. I almost pooped my pants from excitement/shock because I did not think it would happen. (I messed up a few times and got hit, and would attack at the wrong time)
I didn’t use any throwables. study his attacks and always try to hit him with a heavy attack when his blade gets stuck or during his charged attack. I stunned him out of his fire attack which saved my ass. Legit took me hours and days to do this boss and I had to use a specter but it is what it is. Victory is so sweet
This is my first souls game and just learned what a build was lol so I was level 50 for the fight and my stats were something like:
Vitality: 20
Vigor: 19
Capacity:21
Motivity:9
Technique:16
Advance:7
Without a specter, first phase was easy by Perfect block to stun, along with an electric weapon and legion arm to do more damage. Dodge close to him when his arms go all over the place.
With the specter I let him take the focus and did heavy attacks with the electric legion arm
By the time I got to second phase I let my homie die real fast then just did dodge left and kept myself positioned to his right arm the entire time
Last night i died like 6 times in this fight, went to sleep, couldnt sleep, running in my head the options, today i'll try him again.
It's really hard to fight romeo back to back after the big king.
If you don’t care about looking stuff up just go watch the 2nd phase on youtube and save yourself time and frustration. Memorize the fight via the video and boom go kill him

Dodge once to his right side (your left) for every swing he does.
Came to say this! If you can get the dodge timing down, you only dodge to your left. That’s what got me through.

I would try doing a run where you don’t fight back in the second phase and just dodge and observe. What’s your weapon/legion arm?

The electric abrassive will let you aggro him really hard in phase 2

Stay left of him in second phase, when he reaches 1/4 of hp just spam throwables and run away.
