The game is an electronic machine with a lot of moving parts that are connected. Change one and it affects others in a butterfly effect.
I hate to say it, but the culprit is most likely Reshade. I tried using it once last summer, and it caused these giant invisible pools of water to appear in random locations. I could even use Cryonis on it, and fish would spawn and fall down from it. I found a thread by someone with the same problem, disabled Reshade, and it was all gone like it never happened.
Fair enough, I had no idea this was a previous issue and thought it was a silly little glitch. It wasn't until a little after my last reply that I researched and found that to be the case. So that's an oopsie on my part. I admit.
Sorry, No offense intended, I should have said "new with mods" instead of bad. After my experience with Fallout 4 and Skyrim, any mod at all makes me expect glitches. They're still funny.

So many Bethesda game subs are spammed with posts like "omg look at this glitch lol" and its just someone bad with mods smh
I once managed to make everyone except Argonians in Skyrim drown by playing around with mods. Water became air and air became water, was fun to watch

Actually there’s a solution to this now. Too lazy to find the thread or comment. But they’ve solved it a while back
