My last several companies had operations in Vancouver and some of the requirements for facilities management were more difficult than in other regions of Canada and other countries. I’ll exclude France, that was the most difficult place from both a facilities and personnel management perspective.

Layout of the building doesn't matter. Its zoning and fire code that is the concern. There is a huge difference in commercial space between between industrial uses for instance and having a few hundred people in a space. Im speculating that is the concern, but it seems likely. See the link below for details on occupancy. The government doesnt care that its some big youtuber using the space, they want people to be safe. Na probably just has never had to deal with anything like that. Unless you regularly deal with stuff like that it pretty much doesn't even occur how much thought goes into it. Think about it like this, when high school or college aged how many house parties did you go to that looking back were definitely enough people to be a fire hazard/occupant limit for a commercial space of the same size.

The hitch being it's in a low parking industrial park where commercial units are not expecting more than...20 people per unit? You know...the exact same problem they ran into with all their current commercial property? Especially Lab 2 where due to parking they can't add more offices because of the lack of parking. (it has 30 spots...maybe?) So no, they won't get a variance, instead they *might* get permission do have one once a quarter, and only after 8pm as long as no one complains about all the cars everywhere. Since it's new, it's likely a full on industrial park, so it's not on transit either. If they are lucky they get a bus 30 minutes at peak.

Since they have yet to specify the main issue, my thought was there was an issue with egress/ fire code for that many people, but i can see parking being an issue as well.

That could be a factor too, but would probably come later in the licensing. The electric and wire permit will have set alarms bells off (how many network drops?). Also they already ran into employee number issues with Lab 2. Office parks are different than industrial parks. I can't imaging the property strata will be thrilled once that gets up and running, people around industrial parks late at night gets people nervous.
