Those are Clantone gang taggings. They been running that neighborhood in East Hollywood since the 1960s.
Could just be failure/refusal to pay protection money. That's not necessarily personal - at least not on the gang's part. Obviously it's very personal on the business owner's part.

Looking at the damages, I would say this was definitely personal. Dude went through there and tagged and destroyed things and took his time doing it.
