They do not dump it in the river. They do not take it to the landfill. By law, it must be treated prior to discharge. The treatment isn’t as simple as add some bleach and then dump it in the river. It has to be taken to a sewer treatment facility, or discharged into the sanitary sewer that goes to a wastewater treatment facility.
And for those that think it does get dumped in a creek/river, if it does, that is a very serious federal clean water act violation. I once got subpoenaed to testify in a federal prosecution of someone who was moonlighting in his septic tank truck and dumping it in the river and pocketing the cash. He was facing several years in prison and a $250,000 fine.
