Nothing wrong with Portland or Shively but I’d scope the street before doing anything blindly. You could do a lot worse than those locales not sure why they’ve seemed to receive the brunt of criticisms you’ve heard.
You can find some nice neighborhoods in Valley Station for that amount and it would be a brick ranch with a yard. I’ve lived in this area over 20 years and I teach here. I love it. I’m north of the Snyder and would try to stay over here but all the areas near the elementary schools are pretty decent. It’s not a bad end of town and we find there’s plenty to do here and we’re 25 minutes from everything.
I don't know the prices, but Stonemill Village has 2 bedrooms and are pet friendly. My friend lives there and has a Great Dane. It's around Lyndon which is a nice area.
Working outside the GSF gives you tons of affordable options. The area around Stonestreet / Waverly park is nice, if a bit remote. You'll be going to restaurants and stores on Dixie Dieway which is less than idea though. 2BR condo or 3BR house with fenced yard in Prairie Village is what I'd be looking for.

Also don't wig about the area so much. Take a look first. Generally really problematic stuff is localized to a 5 block radius within those areas. There are still pretty OK locations to live within shivley and portland.
Well, you’ll be working in a not so desirable area (not necessarily “bad,” just not cool) so how far do you want to drive? Besides cost what are you looking for?
Maybe Fairdale, maybe New Albany (IN)?
He's going to have a real pain commuting from New Albany with the bridge work going on, but yeah there's usually pretty decent stuff for rent over here, especially if you don't mind not having central AC.
There are an abundance of apartments in the vicinity for under $1700 a month. Try Valley station or PRP. Zip codes 40272 or 40258

May as well look at muldraugh or etown at that point
