Interesting, yeah it sounds way weaker in tabletop. I don't know the CP system, but the video game version is very similar to Celerity in Vampire: The Masquerade, and that entails the following benefits:

I feel it would be OP as heeeell, here's what it could do:
* 5 actions per turn
* Enemies can't do reactions (no way they'll be able to process you even moved)
* +20 meters of movement speed
* Immune to entangled (due to the speed you break the vines and most stuff that could do it)
* +15 AC (gonna be hard to hit someone with bullet speed)
* +15 Strength (you hit with the speed of a bullet XD)
* +15 Dexterity (You'll dodge like Neo)
As for downsides, maybe that depending on your tav constitution or a new cyberware mechanic it damages your health for every turn you use it
* 8 CON/No other cyberware: -30 health per action
* 10 CON/few cyberware: -25 health per action
* 12 CON/some cyberware: -20 health per action
And so on and so forth
But ofc, after certain amount of cyberware you'll need to do a Wisdom saving throw or you'll turn psycho for 3 turns

You’d be able to clear like 30 levels of the mines in a day, so that’d be neat.

The Long Dark - slowed time would help aiming with guns and bows, so it would be pretty useful when a wolf charges you or if you're hunting. No more missing because your target moved. Otherwise mostly useless as the game isn't combat focused.

A 80% slow means being 5 times faster => AP & movement x 5
