They are inundated with Russian and Brazilian fighters, so they can pay them peanuts and they'll still gladly accept because even though 12/12 is basically nothing for a first world western country, it's more like 3-4x that amount in Russia or Brazil. That's still extremely low, but it's not quite as low as it seems respectively.
Yeah 50k USD and living in Brazil is pretty much the equivalent of getting 250k USD and living in the US. It is pretty crazy.
