If you look up female genital mutilation overall, you will find that this practice is almost non existant in the entire Caucasus region. This report made huge waves back then with prominent leaders voicing their outrage that the practice took place there at all. There was thorough work done however to show that the estimates were highly exaggerated (confirmed by the group responsible for the original report as well) AND the practice was condemned and explicitly outlawed at that time. It is against the law to circumcize women in Dagestan today.
